Uzbekistan has devised a concept for developing its night-time economy, with the draft document published by the Agency for Strategic Reforms under the President of Uzbekistan.

The document outlines ten key areas and proposes measures to increase economic activity during night hours. The authors of the concept note that its implementation will create jobs and make the country’s cities more appealing to tourists.

The draft includes plans to establish 24-hour gastronomic streets, night markets, and cultural and entertainment events. Businesses operating at night would be eligible for state support and incentives.

A significant portion of the concept focuses on safety and infrastructure development. It proposes the introduction of night-time public transport routes, improved street lighting, and enhanced operations by law enforcement agencies.

The plan also includes easing or removing several regulatory restrictions. For example, the authors suggest revising requirements for higher wages for night-shift workers and partially lifting bans on night-time alcohol sales in certain cities.

It is worth noting that in 2019, Uzbekistan allowed food service establishments to operate at night. To obtain permits, cafés must be equipped with CCTV systems, ensure proper lighting of adjacent areas, and comply with noise regulations.
