Uzbekistan Ranked Among 80 Leading Countries in GovTech Maturity Index 2025

Uzbekistan has been placed in Group A — the highest tier for digital government maturity — in the World Bank’s GovTech Maturity Index 2025. The index assesses digital transformation in the public sector across 197 countries, categorising them by maturity rather than ranking them.

In 2025, 80 countries, or 41% of those studied, were classified in Group A. Uzbekistan now shares this category with nations traditionally regarded as leaders in digital services, including South Korea, Japan, Australia, Canada and several EU countries. The placement highlights Uzbekistan’s rapid advancement in modernising public administration.

The GovTech Maturity Index evaluates countries in four areas:

  • Development of core government digital systems
  • Accessibility and quality of online public services
  • Citizen engagement in digital processes
  • Institutional and technological support for digital transformation

The World Bank notes that global progress in GovTech is uneven, with high-maturity countries exhibiting a coordinated approach to public sector digitalisation. Uzbekistan’s inclusion in Group A reflects a move towards a more systematic model of digital governance.

Kursiv also reports that he World Bank’s Board of Executive Directors has recently approved a $100 mln loan and a $5 mln grant for Uzbekistan.
