Uzbekistan Targets Top Tier in World Bank Tax Rankings by 2030

Uzbekistan set a target to reach the highest level in the taxation category of the World Bank’s Business Ready ranking by 2030. According to the Ministry of Justice, this strategic initiative is outlined in a recent decree signed by President Shavkat Mirziyoyev.
The World Bank metric evaluates significantly more than just the formal tax burden placed on businesses. It also rigorously assesses the development of digital state services and the overall transparency of national fiscal policy. In the 2025 assessment, the republic secured a baseline score of 70.67 out of a possible 100.
To achieve this new benchmark, the government plans to introduce highly modern approaches to its tax administration. The primary focus will be on elevating the quality of state services and strengthening corporate trust in the national tax system.
Upcoming regulatory reforms
Significant regulatory changes designed to ease the burden on businesses will commence this July. The state will officially abolish the requirement for companies to submit tax reports and explanatory documents regarding minor discrepancies identified during pre-audit analysis.
Furthermore, authorities will begin actively notifying companies classified as having a medium tax risk about any recorded violations. Crucially, if an entrepreneur rectifies these specific shortcomings within a month, they will be entirely exempt from further tax inspections.
In a bid to support emerging enterprises, newly established companies will receive six months of complimentary access to submit their official reports via the Soliq-servis platform.
Following these immediate changes, August will see the launch of a new customer-centricity index specifically designed for tax authorities. This feedback mechanism will empower everyday taxpayers to directly evaluate the convenience and overall quality of the state services provided.
