Uzbekistan targets $1bn foreign fintech investment by 2030

Uzbekistan plans to attract $1bn in foreign investment to its financial technology sector by 2030, according to announcements made at the Silk Road Finance & Technology Forum in Tashkent.
The national fintech strategy extends beyond capital acquisition. Officials aim to train 5,000 industry specialists, license more than 200 market participants and launch over 100 startups via dedicated incubation programmes.
To accelerate product development, the Central Bank is establishing Regulatory Sandbox 2.0 and the QFinex Quantum Test Bed to trial innovative solutions. A specialised $50 million venture fund will also serve as an additional support mechanism for emerging enterprises.
New services
Regulators are simultaneously drafting frameworks for payment services, open banking, buy-now-pay-later systems and cyber resilience. The strategy also outlines specific pilot projects for digital currencies and stablecoins to stimulate ecosystem expansion and draw international capital.
The initiative aligns with broader economic adjustments. Last year, the Central Bank confirmed ongoing efforts to diversify state financial reserves and fully automate their management processes.
Meanwhile, in July, President Shavkat Mirziyoyev announced that the national economy will transition to a mobilisation scenario in 2027 to navigate ongoing global financial uncertainty.
