The second set of limited banners in Genshin Impact Version 7.0 has brought Flins and Ineffa into the spotlight, giving players from September 1 until September 22 the chance to decide whether either five-star user of the Electro polearm deserves their Primogems.

The two characters share a connection to Lunar-Charged reactions but fill very different roles. Flins is a dedicated on-field damage dealer who takes control of the team’s main damage window, while Ineffa provides off-field Electro damage, shielding and additional utility.

The choice between them ultimately depends on whether you want to build around the Lunar-Charged archetype or add another specialist to an already developed account.

Flins is powerful but demands the right team

Flins is the riskier pull of the two because his strongest teams are built around a relatively specific gameplay system. He is designed to remain on the field and deal the bulk of his damage through Lunar-Charged reactions and his Elemental Burst, making reliable reaction uptime essential to his performance. Current build guides also identify his Moonsign requirements as an important restriction when assembling his team.

Hydro characters therefore play an important role in maintaining the reactions he needs. Aino is among the newer options, while established characters capable of consistent Hydro application can also help support the reaction setup. Columbina is another great option for a Flins team.

Ineffa is widely regarded as one of Flins’ strongest teammates because her kit combines off-field Electro application with a shield and Lunar-Charged synergy. That creates an important consideration for players with limited Primogems: Flins becomes a considerably more attractive investment if you already own Ineffa or plan to pull for her.

His signature weapon, Bloodsoaked Ruins, is his best option and provides substantial benefits for his Lunar-Charged damage and Energy requirements. However, it is not necessary for clearing endgame content, with several other polearms serving as viable alternatives.

Ineffa offers more flexibility, but she has a clear niche

Ineffa may be the safer pull for players who prefer off-field characters and want to avoid committing to an on-field carry. Her skill provides a shield while her companion continues contributing Electro damage after she leaves the field. Her Burst can also provide an Elemental Mastery benefit to the active character.

However, calling Ineffa universally meta-proof would be an overstatement. Much of her current value comes from Lunar-Charged teams, where her personal damage and utility become significantly more relevant. She can function outside those compositions, but players should not expect her to replace a dedicated universal support in every team.

Her signature weapon, Fractured Halo, provides a substantial increase in both personal and team performance by boosting Lunar-Charged damage. More accessible alternatives, including Favonius Lance, remain usable for players who prioritise utility over maximum damage.

Build requirements and the Stellar Glimmer question

Flins generally benefits from an ATK- and CRIT-focused build, with Night of the Sky’s Unveiling emerging as a leading dedicated option. Ineffa’s preferred sets are more flexible, while Elemental Mastery can also contribute meaningfully to her Lunar-Charged damage depending on the team.

The same distinction applies to Version 7.0’s Stellar Glimmer mechanics. Flins and Ineffa do not enable Stellar-Conduct simply by being Electro characters. The reaction requires a compatible team member that can transform the standard Cryo-Electro reaction into its Stellar version, with Sandrone, Odette and the Cryo Traveller currently serving as the relevant enablers.

That means either character can technically contribute Electro to a Stellar-Conduct team, but doing so does not take full advantage of their Lunar-Charged-focused kits. Players specifically interested in Version 7.0’s Stellar Glimmer teams should therefore prioritise characters designed around that system.

The verdict: Pull for Flins if you want a dedicated on-field Lunar-Charged DPS and are prepared to build a team around him. Pull for Ineffa if you prefer an off-field character who can provide shielding and damage while also serving as an important piece in Lunar-Charged teams.

For players considering only one of them, Ineffa is arguably the less restrictive choice, while Flins has the higher opportunity cost if you lack his preferred teammates. Flins is also compatible with Odette as his support, while Ineffa can be viewed as Sandrone or Traveller support for the new reactions.
