Excise duties on oil products to increase by 10% in 2025

Excise duties on cigarettes will rise, while those on imported alcohol will decrease

As of April 1, 2025, excise duties on oil products may be increased by 10%, according to the draft budget message from Uzbekistan’s Ministry of Economy and Finance.

If the proposed increase is not revised, the rise in excise duties on petrol, diesel fuel, and other oil products will be comparable to the average inflation rate.

In April 2024, excise duties on oil products were increased by an average of 12%. At that time, the increase did not affect petrol A-91 and above.

The excise duty on filter cigarettes will be raised in two stages. From January 1, it will amount to 300,000 soums for 1,000 domestic cigarettes and 330,000 soums for the same quantity of imported ones. After July 1, the excise duties will be equalised, amounting to 340,000 soums regardless of the country of production.

The excise duty on sticks for tobacco heating systems will be raised to 450,000 soums per kilogram. For e-liquids for vapes, the increase will be threefold (from 620 to 2,000 soums per millilitre).

The excise duty on locally produced strong alcohol is proposed to increase by 10% to 44,000 soums per litre. For natural and regular wine, the duties will rise to 5,000 and 6,000 soums, respectively. For beer, it will be increased to 2,000 soums. At the same time, the excise duty on imported alcohol will be reduced.

The additional revenue to the budget from the revision of excise duties is estimated at 663 bln soums.
