Uzbekistan Develops National Green Finance Programme

Uzbekistan plans to develop a national programme for green financing by December 1, 2025, according to a draft presidential decree by President Shavkat Mirziyoyev.

The programme will include the establishment of procedures for assessing national green economy projects. During the country’s Year of Environmental Protection, Uzbekistan aims to legislate principles of green, climate, and sustainable financing.

Additionally, all public-private partnership projects exceeding $10 mn will undergo checks for compliance with green components and sustainable development principles. These initiatives will be integrated with the international Source platform and the PIERS evaluation system.

In 2025, Uzbekistan aims to secure around $250 mn from international organisations and financial institutions for green and low-carbon development projects. Funding will include grants and preferential loans, with notable contributions such as:

  • €200 mn from the European Bank for Reconstruction and Development (EBRD);
  • $10 mn from the World Bank;
  • €20 mn from the German Agency for International Cooperation (GIZ) to promote industrial greening;
  • $6.5 mn from the Korea International Cooperation Agency (KOICA);
  • $7.5 mn under a World Bank project for reducing greenhouse gas emissions by 500,000 tonnes.

Plans are also in place to establish an independent organisation to study greenhouse gas emissions and improve energy efficiency at ten major social facilities across various regions of Uzbekistan.
