ADB Eyes $500 Mln Funding for Tajikistan’s Rogun Hydropower Project

The Asian Development Bank (ADB) is considering providing $500 mln in support for Tajikistan’s Rogun Hydropower Plant (HPP) project in 2025. This announcement was made by ADB’s new country manager, Ko Sakamoto, on February 25, signaling the bank’s ongoing commitment to supporting Tajikistan’s energy infrastructure.

The Rogun Hydropower Plant project holds strategic importance for Tajikistan. Sakamoto emphasized its crucial role in ensuring the country’s energy independence, regional stability, and efforts to combat climate change. The plant is expected to significantly contribute to the country’s energy capacity, positioning Tajikistan as a potential energy exporter in Central Asia.

Tajikistan has requested $500 mln from the ADB to help finance the project, and the bank is currently evaluating the proposal. ADB’s involvement in the project extends beyond funding, as it has been invited to join a consortium of financial institutions contributing to the project’s financing.

In 2024, ADB provided $220 mln for six projects across multiple sectors, including agriculture, energy, health, public administration, and transport. In 2025, the bank plans to approve four additional projects, including one focused on digital agriculture to improve food security.

The ADB is also developing a five-year strategy to align with Tajikistan’s long-term development goals. This will include supporting climate change mitigation efforts, particularly glacier protection, as Tajikistan continues to lead regional initiatives.
