Kazakhstan Targets Nearly $100 mln Oil Production in 2025

Kazakhstan’s Ministry of Energy has outlined a detailed plan for the country’s energy sector in 2025, focusing on oil, gas, and renewable energy growth. The country aims to raise oil production to 96.2 mln tons in 2025, driven by key projects at Tengiz, Karachaganak, Kalamkas-More, and Khazar fields. In 2024, Kazakhstan produced 87.7 mln tons of oil. The government has also set a goal to increase domestic sourcing for natural resource purchases from 61.9% to 62%.

Oil and gas production plans

In gas production, Kazakhstan targets 62.8 bn cubic meters in 2025, an increase from 59 bn cubic meters in 2024. New gas processing facilities at Kashagan and Zhanaozen, along with the Barhannya field development, will help meet the rising demand.

Renewable energy plays a key role in Kazakhstan’s energy strategy. In 2024, renewable sources accounted for 6.4% of the country’s total energy production, generating 7.6 bn kWh. To increase this share, Kazakhstan plans to launch nine renewable energy projects in 2025, adding 455.5 MW to its energy mix. The country will also introduce 166 MW of new conventional generation capacity while upgrading thermal networks for greater energy efficiency.

Focus on energy efficiency and digitalization

In 2025, Kazakhstan will continue to prioritize energy efficiency in industrial sectors and municipalities. The Ministry of Energy is implementing digital technologies, including AI-based systems for oil and gas distribution. These efforts aim to improve transparency, streamline energy management, and ensure long-term sustainability in Kazakhstan’s energy sector.

Kazakhstan’s oil and gas chemical industry also shows growth. The country produced 540,000 tons of chemicals in 2024, with a target of 550,000 tons for 2025. A major project involves constructing a polyethylene plant in Atyrau, which will have a capacity of 1.25 mln tons. The government approved a roadmap in 2024 for the sector’s development until 2030, which includes introducing new projects and requiring motor oil labeling.

The nation is focusing on enhancing its energy sector through digital infrastructure. In 2024, the Ministry launched a Situational-Analytical Center to improve oil and gas operations. In 2025, Kazakhstan plans to introduce a unified digital platform for distributing petroleum products and liquefied gas, as well as implementing monitoring systems for better preparation during the autumn-winter period.
