Voltalia to Develop 526 MW Hybrid Energy Project in Uzbekistan Under 25-Year Agreement

Voltalia has signed a power sales agreement (PPA) with Uzenergosotish for its hybrid energy project in Uzbekistan. The agreement was finalised during Uzbek President Shavkat Mirziyoyev’s visit to France. The Uzbek Ministry of Energy and the Ministry of Investment and Foreign Trade facilitated the signing.

Artemisya project to expand Uzbekistan’s renewable capacity

The Artemisya project, located in the Bukhara region, will integrate 126 megawatts of solar energy, 300 megawatts of wind power, and a 100-megawatt/200-megawatt-hour battery storage system. The project is expected to strengthen Uzbekistan’s energy infrastructure and provide a reliable power supply.

Voltalia’s collaboration with Uzbek authorities began in November 2022, when an agreement was signed with the government in the presence of the European Bank for Reconstruction and Development (EBRD) to initiate project development. In November 2023, a protocol was signed during a state visit led by Presidents Emmanuel Macron and Shavkat Mirziyoyev, defining the next steps for Artemisya.

ContPract duration and energy supply impact

The PPA extends for 25 years for solar and wind power and 15 years for storage. The hybrid project will contribute to meeting Uzbekistan’s growing electricity demand, particularly during peak consumption hours. Once operational, Artemisya will generate power equivalent to the annual consumption of approximately 2.5 mln people and prevent the emission of 598,000 tonnes of CO₂ annually.

Solar and storage construction will commence in Q1 2026, with wind power development starting in Q3 2026.

Additional cooperation agreements signed

Alongside the PPA, Voltalia has entered two additional agreements:

  • A framework agreement for the Turan Storage project, a large-scale 500-megawatt/1-gigawatt-hour energy storage system. This initiative is part of a tripartite partnership with the Ministry of Energy and the Ministry of Investment and Foreign Trade.
  • A pilot agrivoltaic project in the Tashkent region with a capacity of 500 kilowatts. Scheduled for commissioning in August 2025, it will be Uzbekistan’s first agrivoltaic installation.

Commitment to Uzbekistan’s renewable energy goals

Voltalia continues to support Uzbekistan’s target of achieving 8 gigawatts of renewable capacity by 2026 and 12 gigawatts by 2030.

Robert Klein, Chief Executive Officer of Voltalia, stated that the agreement underscores the company’s dedication to Uzbekistan’s energy transition. Yoni Ammar, Deputy Chief Executive Officer of Voltalia, emphasised the company’s expertise in large-scale project development and hybrid energy solutions, highlighting its role as a key partner in the country’s renewable energy sector.

Voltalia’s 2024 financial results will be announced on March 13, 2025, before market opening.
