Temu’s Potential Blockage in Uzbekistan: Registration Complete, Compliance Pending

Temu, the Chinese e-commerce platform, has officially registered as a legal entity in Uzbekistan. However, the possible blockage of the platform on March 20 remains in effect. According to the National Agency for Prospective Projects (NAPP), Temu must fulfill additional regulatory requirements, including paying overdue taxes and integrating its systems with the tax authorities to issue fiscal receipts.

Compliance Obligations and Pending Negotiations

Kamronbek Muhammadiev, head of NAPP’s e-commerce department, clarified that Temu’s registration as a legal entity does not absolve the company from complying with other legal obligations.

«The company must pay VAT for the period prior to its registration and complete fiscalization by integrating with the tax committee’s systems,» he explained.

Muhammadiev confirmed that while Temu began talks with NAPP after the March 4 warning about the possible blockage, the company must still meet all legal obligations.

«Temu has shown interest in remaining operational in Uzbekistan and is working to comply with the laws,» he added.

Fiscalization and Tax Requirements

A key condition for Temu’s continued operation in Uzbekistan is the payment of VAT for its activities prior to registration. In addition, the company must integrate its platform with the National Information Center of the Tax Service to ensure the issuance of fiscal receipts for every transaction, a requirement for all e-commerce businesses operating in the country.

Blockage Date Remains Until Full Compliance

Until all requirements are met, Temu’s blockage will remain in effect. Muhammadiev emphasized, «The blockage will only be lifted once the company fulfills all conditions and receives approval from the relevant authorities.»

New E-commerce Rules Coming in 2025

Starting from July 1, Uzbekistan will implement new rules for international online platforms, which will require companies to register as legal entities within the country. This regulation will be enforced starting December 28, 2024.
