Uzbekistan Proposes Law to Tax Bloggers with Over 10,000 Followers

Uzbekistan has drafted a law requiring bloggers with more than 10,000 followers to pay taxes. The proposal is now open for public discussion and aims to regulate interactions between users, bloggers, influencers and online platform owners.

The consultation period will remain open until May 27.

For the first time, the legislation introduces clear definitions:

  • blogger is someone who publishes content of public significance.
  • An influencer is defined as a blogger with more than 10,000 followers.
  • website owner is anyone who controls the operation of an online platform.
  • False information is defined as distorted content that may harm reputations.

The draft law requires bloggers and website owners to verify information before publication, moderate comments, remove illegal content, disclose contact details in advertisements and publish corrections when necessary.

Anyone engaged in commercial activities must pay taxes. Influencers are expected to remain open to contact; if they do not, they will be prohibited from running advertisements.

Repeated violations may result in slower access to the platform within Uzbekistan. In serious cases, authorities may suspend a blogger’s or influencer’s activity for up to six months.
