Kazakhstan Allocates $1 bn to Expand Concessional Leasing for Farmers

Kazakhstan’s Ministry of Agriculture will raise funding for concessional leasing of agricultural machinery to KZT 450 bn (approx. $1 bn) in 2025. The goal is to accelerate the renewal of the country’s agricultural machinery fleet and improve access to modern equipment.

The government supports farmers through investment subsidies, concessional leasing, and interest rate subsidies. Farmers receive 15–30% compensation on equipment costs, while subsidised interest rates can be as low as 5% per year.

In 2024, the renewal rate of machinery reached 5.5%, up from 4.5% in 2023. Authorities aim to increase this to 6.5% in 2025 and 9% by 2028. The country’s fleet currently includes 139,000 tractors and 31,000 combines.

In 2025, at least KZT 250bn (approx. $555 mln) will be channelled into concessional leasing. By early June, KazAgroFinance received 3,555 applications worth KZT 129.2bn (approx. $287 mln) and signed 2,400 contracts for 4,580 units of machinery.

Kazakhstan also allocated 401,000 tonnes of diesel for the 2025 sowing season. The regulated price is KZT 254 (approx. $0.51) per litre, 15–20% lower than the market rate.

To further support fieldwork, the government has earmarked KZT 700 bn (approx. $1.55 bn) for concessional loans in 2025.
