TIIF 2025: Azerbaijan–Uzbek Investment Company Targets $25 Mln Stakes in Strategic Sectors

The Azerbaijan–Uzbek Investment Company plans to boost economic cooperation by investing $1–25 mln in minority stakes across diverse sectors in both countries, according to its Director, Nazim Gadzhiev.
$300mn Ritz-Carlton Complex and Twin Cultural Centres
Speaking at the Tashkent International Investment Forum 2025, Gadzhiev confirmed that the company has already reviewed over 100 potential projects. Fifteen are under detailed analysis, and six have received board approval. The company opened its Tashkent office last year and is now launching one in Baku to improve access to the Azerbaijani market.
The panel session, titled Azerbaijan – Uzbekistan: Vectors of Economic Partnership, outlined several major joint initiatives. Deputy Governor of Tashkent Sharof Rakhmanov announced two flagship infrastructure projects agreed during the Azerbaijani president’s visit to Uzbekistan: the Uzbekistan Centre in Baku and the Azerbaijan Centre in Tashkent. These complexes will include cultural spaces, business zones, and housing.

Growing Trade and Sectoral Cooperation
Rakhmanov also shared updates on a $300 mln luxury hotel project under the Ritz-Carlton brand, which PASHA Holding is building in central Tashkent. It is the first high-profile hospitality venture between the two nations.
Uzbekistan’s Deputy Minister of Investments, Industry and Trade, Khurram Teshabaev, emphasised growing exports to Azerbaijan — from food and textiles to machinery and vehicles. He also confirmed plans for regular Made in Uzbekistanand Made in Azerbaijan exhibitions in both capitals.
An interregional forum is scheduled for June to present Uzbekistan’s regional economic potential in a clear, structured format to Azerbaijani investors.
Focus Areas: Energy, Transport, Digital Innovation
The session also touched on broader cooperation in energy, transport, agriculture, and digital technology, with both sides underscoring the strategic role of regional integration through the Middle Corridor.
