Jizzakh to Attract $2 Bn Investment by 2025

On July 7, President Shavkat Mirziyoyev reviewed a progress report on the ongoing reforms in Jizzakh region, focusing on the implementation of development plans and the resolution of pressing local issues.
The session followed a presidential decree issued on December 31 last year, aimed at accelerating the region’s socio-economic development. The decree outlined key goals for 2025, including attracting $2 bn in investment, raising exports to $285 mn and securing employment for 168,000 people.
Over the first six months of the year, 200 projects have already been implemented across industry, services and agriculture in the region, with total investment inflows reaching $662 mn. However, the President pointed out that four districts — Dustlik, Zafarabad, Paxtakor and Mirzachul — remain significantly behind the regional average in terms of growth.
To address this, he instructed that new projects be prioritised in these areas to stimulate job creation and close the development gap.
Tourism and Land Use Offer Untapped Potential
Recent months have seen the launch of major tourism complexes worth $250 mn, which have already doubled tourist numbers. The President noted that the region has strong potential to expand this figure further.
Agricultural land remains another underutilised resource. Jizzakh has 1.3 mn hectares of farmland, yet only 40% is currently under cultivation. Furthermore, income per hectare is lower than in other regions. By using land more efficiently, the region could significantly boost food production and livestock feed supply.
To support reform implementation, a dedicated Reform Headquarters has been established in Jizzakh on the President’s initiative. It includes local authorities, sector specialists and leading entrepreneurs.
At the meeting, the headquarters presented a new package of 200 projects worth a total of $520 mln. These projects are expected to create 12,000 jobs, add 120 bn UZS in budget revenue and unlock $100 mln in export potential.
President Mirziyoyev reviewed the commercial viability and market relevance of the proposed initiatives. He stressed that local governors and the reform team must work in close coordination to drive progress across industry, agriculture, tourism and services. With proper execution, Jizzakh could become one of Uzbekistan’s fastest-growing regions in terms of investment attraction, job creation, income growth and export performance.
