Russia Ratifies Updated Oil Trade Agreement with Kazakhstan

Russia has ratified a revised oil trade agreement with Kazakhstan, extending the deal to 2028.

The Russian Federation has ratified a renewed protocol on oil and petroleum product trade with Kazakhstan, simplifying procedures and extending the agreement’s duration. President Vladimir Putin signed the relevant law on July 7, according to the official legal information portal.

The updated protocol, originally signed in Astana on November 27, 2024, maintains the arrangement for mutual oil and fuel trade without export duties or other equivalent taxes. As before, supplies are registered through customs as if they were being exported outside the Eurasian Economic Union (EAEU), even though they are traded within the bloc.

A key amendment makes the exemption from customs declaration for pipeline exports permanent. Previously, such exports from Russia to Kazakhstan between 2022 and 2024 were temporarily excluded from declaration.

The new protocol also removes a provision that allowed unresolved disputes to be referred to the Court of the Eurasian Economic Community. From now on, consultations and bilateral negotiations will be the sole mechanism for settling disagreements.

Deal Extended to 2028 with Rolling Renewals

The agreement, which previously expired in January 2019 and was subject to automatic five-year renewals, is now officially extended until 1 January 2028. It can continue to renew every five years unless either party formally opts out at least six months before the end of a current term.

Although the protocol is already being applied on a provisional basis ten days after signing, the preferential regime does not currently cover export duties or charges during this transitional period, pending the completion of legal procedures in both countries.
