Tajikistan Approves 20-Year Electricity Supply Deal with Uzbekistan from Rogun Dam

The government of Tajikistan has approved a draft agreement on electricity supplies from the Rogun Hydropower Plant to Uzbekistan. The text of the document was published on the Adlia website.

Electricity purchases will be handled by Uzenergotsotish. The price per kilowatt hour, including VAT, is set at 3.4 cents. From the second year of supply, the price will be indexed by 1% annually. In addition, the Tajik energy company Barki Tojik intends to supply electricity to Uzbekistan.

The agreement between Tashkent and Dushanbe is set to last for 20 years, with the option to extend it in ten-year increments. Any disputes or disagreements between the parties are to be resolved through negotiations and consultations.

The Rogun Hydropower Plant is the largest such facility in Tajikistan and is being built on the Vakhsh River. Its installed capacity is expected to reach approximately 3,600 MW. The plant’s first unit was launched in 2018, followed by a second in 2019.

In 2024, Tajikistan exported 2.7 bn kWh of electricity abroad, a year-on-year decline of 7.8%. The main buyers were Afghanistan, Uzbekistan and Kyrgyzstan. Last year, Tashkent purchased $18.4 mln worth of electricity.
