Uzbekistan Launches $150 Mln Waste-to-Energy Project with China

A deal was signed between Uzbekistan’s Waste Management Agency and China’s Shanghai SUS Environment to jointly develop waste-to-energy projects using advanced technologies.

A major project will be launched in Samarkand region, where Shanghai SUS Environment will gradually establish a facility to generate electricity through thermal waste processing. On March 24 2025, the President of Uzbekistan signed a resolution, which outlines measures to develop investment projects in electricity generation from municipal solid waste incineration.

According to the resolution, the region will adopt modern technologies to produce electricity from waste, while also attracting direct investment to improve environmental outcomes.

Construction of Waste Incineration Plant Commences

On July 18, a groundbreaking ceremony took place at a 15-hectare site in Navruz mahalla, Khushrav village, in the city of Samarkand. Construction officially began on a new waste incineration facility.

During the event, Sharifbek Khasanov highlighted the significance of the initiative, stating that «these projects aim to protect the environment, reduce landfill use, promote renewable energy and ensure ecological sustainability.»

The opening ceremony was attended by key investors, the regional governor, representatives from ecology and waste management departments, sector officials, local committee members, sanitation services and the general public.

The project involves $150 mln in investments from Shanghai SUS Environment. It will process up to 1,500 tonnes of waste per day and generate an estimated 240 mln kWh of electricity per year. The facility is expected to create between 150 and 200 new jobs, with operations scheduled to begin between 2025 and 2027.

Under the signed agreements on electricity purchase and waste supply, the project company will sell the generated power exclusively to Uzenergosotish for a guaranteed period of 30 years.

Kursiv also reports that the government of Tajikistan has approved a draft agreement on electricity supplies from the Rogun Hydropower Plant to Uzbekistan.
