Uzbekistan’s information and communications technology (ICT) sector is witnessing steady growth as the country intensifies efforts to integrate digital tools into its economy. According to a new UNIDO report, Uzbekistan continues to make strides in building a competitive ICT industry, driven by government-backed initiatives and rising investor interest.

As part of a broader regional trend across Central and South Asia, Uzbekistan’s digital sector has become a significant contributor to economic transformation. Between 2021 and 2023, the country has seen an uptick in digital service exports and has actively participated in regional initiatives to improve digital connectivity and skill-building.

Digital Industries on the Rise

The report highlights Uzbekistan’s continued investment in digital infrastructure and its increasing emphasis on IT-enabled services. Supported by national strategies, including the «Digital Uzbekistan – 2030» programme, the country aims to position itself as a regional hub for digital innovation. Key areas of focus include e-governance, fintech, online education and cloud services.

Moreover, Uzbekistan has launched several IT parks and innovation centres that offer tax incentives and training programmes for startups and young tech professionals. These platforms are designed to foster domestic entrepreneurship and attract international technology firms.

ICT-Enabled Services Boost Export Potential

Uzbekistan’s growing capabilities in software development, business process outsourcing (BPO) and digital content creation are enhancing its export portfolio. The government has facilitated regulatory reforms to enable cross-border digital trade, opening the door to broader engagement with global markets.

Report notes that although the export volume of ICT services is still modest compared to global leaders, Uzbekistan is on a promising upward trajectory. The country is working to diversify its digital economy while strengthening data protection laws and cybersecurity measures to meet international standards.

Focus on Skills and Inclusion

A major component of Uzbekistan’s digital push involves improving digital literacy and creating inclusive opportunities across urban and rural areas. Various initiatives target young people and women, encouraging their participation in ICT training programmes and tech careers. International cooperation with development partners and multilateral agencies has also helped bring in technical assistance and funding to support these initiatives.

Uzbekistan’s ICT sector is expected to play a critical role in shaping the country’s future economy. With sustained policy support and international collaboration, the country is well-positioned to further integrate into global digital value chains.
