Uzbekistan to Seek Loans for Sea Breeze Resort Infrastructure Development

The government plans to raise funds from international lenders and private investors to build roads, bridges, and utilities for the Sea Breeze Uzbekistan project

Uzbekistan will attract loans and private investments to finance the construction of infrastructure for the Sea Breeze Uzbekistan resort near Lake Charvak, according to a new government resolution.

The Ministry of Investment, Industry and Trade (MIIT) has been instructed to secure funding from international financial institutions and private investors by January 1, 2026.

The planned works include the construction of a bridge, access roads, and utility infrastructure for the site. The resort will be developed on leased plots of land, and developers are required to pay an infrastructure fee of $50 per square meter of built-up area. These funds will be used to build essential facilities such as underground parking, utility systems, and construction platforms.

All payments will be deposited into a special account managed by the Charvak Tourism and Recreation Zone (TRZ) Directorate prior to project completion. Installment payments will be allowed.

The TRZ Directorate is also permitted to use funds from the Tourism Development Fund to finance the design of social infrastructure, irrigation systems, communications, and engineering networks over a total area of 6.8 mln square meters. Funds may also be used to pay for local and foreign specialists involved in the project.

Real estate within the Sea Breeze resort zone — excluding agricultural and forestry land — will be available for purchase by investors upon agreement with current landowners.

If a construction site remains idle and delays are not resolved within two months after formal notification, the lease will be terminated and the developer’s investments will not be refunded.
