Uzbekistan Approves New Procedure for Developing Regional ‘Driver Projects’

Regional administrations will now submit annual driver project proposals, with evaluation and implementation overseen by the Ministry of Economy and Finance

The Cabinet of Ministers of Uzbekistan has approved a new regulation governing the formation and implementation of so-called «driver projects», regional initiatives aimed at boosting industrial, service and agricultural development through local resource utilization.

According to the government decree, regional and city hokimiyats (administrations) will now be responsible for preparing these driver projects annually by November 1. Once developed, the projects are submitted to local authorities and then forwarded to the Ministry of Economy and Finance for evaluation within 10 working days.

A follow-up on-site review of the proposed initiatives must be completed within the next 15 working days by the ministry.

To ensure transparency, general contractors for these projects will be selected via public tenders. A project is officially recognized as completed only after a formal report is issued by the responsible hokimiyat.

Driver projects are defined as initiatives tailored to the specific resources and strengths of a given region, designed to serve as economic growth engines across key sectors.
