Aliyev and Pashinyan Agree in Washington on Peace Framework

On August 8, 2025, Azerbaijani President Ilham Aliyev, US President Donald Trump and Armenian Prime Minister Nikol Pashinyan signed a Joint Declaration in Washington following talks between the leaders of Azerbaijan and Armenia.

The declaration states that Aliyev and Pashinyan, together with Trump, witnessed the initialling of the agreed text of the Agreement on the Establishment of Peace and Interstate Relations between the Republic of Azerbaijan and the Republic of Armenia by their respective foreign ministers. The parties underlined the need to take further steps to sign and ratify the agreement and stressed the importance of consolidating peace between the two countries.

They also observed the signing of a joint appeal by the foreign ministers to the Organisation for Security and Co-operation in Europe (OSCE), calling for the closure of the OSCE Minsk process and its related structures. The two leaders urged all OSCE member states to endorse this decision.

The declaration reaffirms the significance of opening transport and communication links between the two nations to facilitate domestic, bilateral and international transit. This includes ensuring an uninterrupted connection between mainland Azerbaijan and its Nakhchivan Autonomous Republic through Armenian territory, in a way that benefits both Armenia’s domestic routes and its international links.

Armenia agreed to work with the United States and mutually accepted third parties on creating a conceptual framework for the Trump Route for International Peace and Prosperity (TRIPP), a transport project on Armenian territory. Both sides pledged to pursue this goal in good faith and without delay.

Commitment to Neighbourly Relations

The statement emphasises a commitment to building a future free from the conflicts of the past, in line with the UN Charter and the 1991 Alma-Ata Declaration. It notes that conditions now exist to establish neighbourly relations based on the inviolability of borders and the rejection of any use of force to acquire territory. The leaders stressed that there will be no revisiting this principle, ruling out any form of revenge now or in the future.

Aliyev and Pashinyan expressed confidence that the summit forms a solid basis for mutual respect and peace in the region. They thanked President Trump for his hospitality in hosting the summit and for his role in advancing the normalisation of bilateral relations.
