Uzbekistan to Cut Turnover Tax to 1% for Small Entrepreneurs and Self-Employed

On August 11, President Shavkat Mirziyoyev reviewed proposals aimed at improving conditions for individual entrepreneurs and self-employed citizens in Uzbekistan.

The development of entrepreneurship remains a strategic priority for the country, playing a crucial role in economic growth, job creation and raising living standards. To support this sector, business regulations are being streamlined, facilities are expanding and digital technologies are being actively introduced.

Tax Benefits from 2026

From January 1, 2026, a turnover tax rate of 1% will apply to entrepreneurs with an annual turnover of up to 1 bn soums ($79.4K) and to self-employed citizens. A dedicated QR code for receiving electronic payments will become a mandatory requirement under retail trade rules. Data on financial transactions processed through the platform will be taken into account when deciding on loan approvals.

New Legal Framework Until 2030

A special legal regime for individual entrepreneurs and self-employed citizens will be introduced, effective until December 31, 2030. An integrated digital platform will be developed to bring together all essential services — from business registration to reporting. Through this platform, users will be able to register their activities, open and manage bank accounts, calculate and pay taxes, issue invoices and generate fiscal receipts.

E-Wallets and Cashless Payments

The system will allow entrepreneurs to open an electronic wallet to receive income, settle payments with employees, contractors and organisations, and fulfil tax and other obligations. Those with an e-wallet will not be required to open a bank account. Starting November 1, 2025, QR codes and «tap to pay» technology will be introduced into these processes.

Documents will be signable without an electronic key by using remote biometrics and SMS notifications, with such digital confirmations having the same legal force as paper documents. A pilot scheme for daily payments will also be launched, enabling wages to be paid directly via the e-wallet.

Kursiv also reports that Uzbekistan has amended the procedure for forming and maintaining the register of importers of certain goods from international brands.
