According to «Yuksalish,» the ranking was developed through a two-stage process. In the first stage, the organization, together with the Artificial Intelligence Community of Uzbekistan (AICA), compiled a list of more than 50 candidates. The selection was based on open sources such as media, scientific publications, websites, social networks, and recommendations from the Ministry of Digital Technologies.

At the second stage, 1,380 AICA members evaluated each candidate across eight criteria, resulting in the final list of 30 top AI leaders in the country.
