Uzbekistan Launches ‘Export in Three Steps’ System on Railways

Uzbekistan has completed the rollout of its ‘Export in Three Steps’ digital system on railway transport, streamlining export procedures and reducing costs for businesses.
Previously operating in test mode, the system has already proven effective, with 5% of all railway export declarations processed through it in the first eight months of 2025.
The new approach reduces customs procedures from nine stages to just three, enabling entrepreneurs to save an estimated 15–20 bn soums ($1.2-1.6 mln) annually on customs brokerage services.
The system automatically generates cargo customs declarations and invoice documents based on export contracts, ensuring accuracy and consistency. Once goods cross the border, the relevant data is transferred online to tax authorities and other state bodies.
Rail freight volumes continue to expand, with more than 516,400 wagons moved in the first eight months of 2025, up 12% compared with the same period last year. Given that the majority of Uzbekistan’s foreign trade goods are carried by rail, further growth in exports through this simplified system is expected.
The ‘Export in Three Steps’ programme was first introduced for road transport on March 25, 2024 and for air transport on February 10, 2024.
