Uzbekistan Formally Joins Vienna Convention on Nuclear Liability

The Director General of the International Atomic Energy Agency, Rafael Grossi, has confirmed that Uzbekistan has deposited its Instrument of Accession to the Vienna Convention on Civil Liability for Nuclear Damage.

Grossi congratulated Uzbekistan on the move, noting that it demonstrates the country’s «swift and firm commitment to strengthening nuclear safety and responsibility.» The accession document had been approved by both chambers of parliament between May and June 2025 before being signed by President Shavkat Mirziyoyev.
By joining the Convention, Uzbekistan takes on the obligation to follow international standards on civil liability in the event of nuclear damage. The agreement sets out rules for compensation, defines the responsibility of nuclear facility operators and establishes minimum financial guarantees in the case of an accident.
Becoming a party to the Vienna Convention forms part of Uzbekistan’s wider strategy to build a modern legal framework for the peaceful use of nuclear energy. The country plans to implement more than 25 IAEA documents that regulate safety standards and the handling of nuclear materials.
