What Initiatives Mirziyoyev Proposed at the Consultative Meeting of Central Asian Heads of State

At the 7th Consultative Meeting of Central Asian Heads of State, President Shavkat Mirziyoyev presented a series of initiatives aimed at shaping the region’s development in the coming years.
He proposed transforming the meeting format into a strategic platform called the «Central Asia Community,» establishing a Secretariat, a Council of Elders, and strengthening the role of national coordinators.
He called for increasing mutual trade by at least 1.5 times and suggested adopting a Regional Development Program through 2035, as well as preparing a declaration on a shared investment space. He also emphasized the importance of jointly developing e-commerce.
In infrastructure, Uzbekistan advocated for accelerating key projects — the China–Kyrgyzstan–Uzbekistan railway, the Trans-Afghan corridor, and expanding routes through the Caspian. Mirziyoyev also proposed creating a Council for Infrastructure Development.
In the security sphere, he put forward a Concept of Regional Security and a catalog of risks, and suggested establishing the «Fergana Peace Forum» as an annual international platform. He stressed the importance of involving Afghanistan in energy and transport projects.
The President proposed declaring 2026–2036 as a decade of practical action for the rational use of water and establishing a regional center of competence on water management.
Additionally, he suggested holding an annual International Congress on Spiritual Heritage, creating a scientific research fund, and promoting a UN General Assembly resolution on the contribution of the region’s thinkers.
At the summit, the countries also supported Azerbaijan joining the format as a permanent participant.
