Kazakhstan, Kyrgyzstan, and Uzbekistan Agree on Energy and Water Cooperation

Kazakhstan, Kyrgyzstan, and Uzbekistan have agreed on a new framework for collaboration in the water and energy sectors. The agreement was finalised on November 22 during a meeting in Almaty, chaired by Kazakhstan’s Minister of Energy, Yerlan Akkenzhenov. Uzbekistan’s Minister of Energy, Jurabek Mirzamahmudov, signed on behalf of his country.

Amid challenges at the Toktogul Reservoir, the three countries decided to support one another during the winter months. Kazakhstan and Uzbekistan confirmed they will supply electricity to Kyrgyzstan during the cold season. This will allow Kyrgyzstan to reduce water use for power generation and conserve resources in the Toktogul reservoir.

In spring and summer, the stored water will be redirected to Kazakhstan and Uzbekistan to ensure reliable irrigation during the growing season.

The agreement also includes joint efforts to improve energy efficiency and cut unnecessary consumption. Officials emphasised that such regional cooperation strengthens energy security across Central Asia.

The meeting concluded with the signing of a document outlining winter electricity supplies and the water storage plan for 2026.
