Real Estate And Vehicle Payments in Uzbekistan Move to Escrow System

Uzbekistan has introduced a cashless payment system for real estate and vehicle transactions, moving settlements to an escrow model managed electronically between notaries and banks.
Under the December 10, 2025 presidential decree, the government set measures to popularise cashless payments and reduce the share of the informal economy. The system ensures secure and reliable handling of funds when registering property and vehicle sales.
The Ministry of Justice registered regulations (No. 3790, March 16, 2026) governing electronic data exchange between notaries and banks for processing transactions of real estate and vehicles.
From April 1, 2026, transactions for real estate, vehicles under ten years old in categories M, N, O, G, and special vehicles will be verified via electronic confirmation of payments between notaries and banks. Notaries will only approve contracts once the escrow payment is confirmed.
The process works as follows
- The buyer or their representative submits a written or electronic application to a bank.
- The bank deposits agreed funds into an escrow account, either cashless or cash.
- For contracts with deferred payment terms, initial funds agreed by both parties are deposited into the escrow account.
- Credit-based purchases are verified electronically by the lending bank to the notary.
- Buyer accounts, including bank cards or electronic wallets, can serve as escrow accounts.
- Parties then approach the notary to formalise the contract.
- The notary checks funds electronically in the escrow account before approving the transaction.
- Funds are transferred to the seller’s account or provided in cash upon request.
This system is designed to improve transparency, reduce cash transactions, and protect both buyers and sellers in property and vehicle sales.
