Uzbekistan Launches Creative Park with Tax Incentives for Creative Businesses

The new project in Tashkent offers tax incentives and business support to companies working in design, media, architecture, publishing, and digital content

Uzbekistan has officially presented the new Uzbekistan Creative Park project in Tashkent, introducing tax incentives and support measures aimed at developing the country’s creative economy.

The initiative was unveiled at a coworking space located in the building of the Uzbekistan Culture and Arts Development Foundation. The concept of the park was previously presented to President Shavkat Mirziyoyev earlier this year.

According to park director Hasan Salikhov, the project is designed to help creative professionals transform their activities into sustainable businesses by providing access to infrastructure, financing opportunities, and preferential tax regimes. The creative industries sector currently includes 15 major categories and 142 types of economic activity, including design, architecture, publishing, digital content creation, and video production.

Companies, individual entrepreneurs, and self-employed professionals will be able to apply for resident status if at least 80% of their income comes from approved creative industry activities. Applications will be reviewed within 15 days through a dedicated online platform.

Residents will receive a range of tax benefits. Limited liability companies will be allowed to pay a 4% turnover tax without switching to VAT, while personal income tax and social tax rates will be reduced to 6%. Self-employed professionals and entrepreneurs will also receive preferential tax treatment.

The government aims to expand the creative economy’s contribution to GDP and increase exports of Uzbek creative products as part of its long-term development strategy through 2030.
