Terrorists Could Use AI to Trigger the Next Pandemic, UK Experts Warn

Terrorists using AI «could cause next pandemic»

Artificial intelligence could dramatically increase the risk of a future pandemic if terrorists exploit the technology to create dangerous pathogens, according to biosecurity experts who are calling for stricter regulation of synthetic DNA.

The warning comes as AI tools become increasingly capable of assisting biological research, making it easier to analyse genetic information and design new proteins or viruses. While these advances hold enormous promise for medicine and vaccine development, experts caution that they could also lower the barriers for malicious actors seeking to develop biological weapons.

The UK government is reportedly considering tighter controls on the sale and screening of synthetic DNA, with specialists arguing that current safeguards may not be sufficient as AI systems become more powerful. Scientists have called for mandatory screening of DNA orders to prevent dangerous genetic material from being produced or acquired by bad actors.

Security analysts have long warned that terrorist groups are likely to use AI to strengthen existing capabilities, including propaganda, cyberattacks and operational planning. The growing concern is that future AI models with advanced biological expertise could also assist in designing pathogens or toxins if appropriate safeguards are not in place.

Researchers stress that AI itself is not the threat. Instead, they argue that the challenge lies in preventing misuse while allowing the technology to continue supporting medical innovation, infectious disease surveillance and pandemic preparedness. Many experts believe stronger international cooperation, independent oversight and improved biosecurity standards will be essential to ensuring AI remains a tool for protecting public health rather than endangering it.
