Uzbek Government Warns: Sea Breeze Resort Project Will Be Halted for Any Rule Violations

The Uzbek government will strictly regulate the construction of the Sea Breeze Uzbekistan resort, warning that any environmental or legal violations will result in an immediate halt to the project.
Speaking on Thursday, Rasul Kusherbayev, advisor to the Minister of Ecology, stated that the upcoming government resolution will clearly outline enforcement measures.
«If even a single drop of water is illegally discharged into Charvak, construction will be stopped, the investment contract terminated, and the land confiscated,» Kusherbayev said.
He noted that the final version of the resolution took into account the concerns of civil society and environmental activists. The Prosecutor General’s Office, in coordination with the Cabinet of Ministers, will oversee all stages of the project to ensure legal compliance and transparency.
The Sea Breeze resort project, spearheaded by Russian-Azerbaijani businessman Emin Agalarov, has faced public criticism over fears it could damage the delicate ecosystem of the Charvak Reservoir in the Bostanlyk district. In mid-July, authorities promised that eco-friendly construction methods would be applied.
Originally unveiled to President Shavkat Mirziyoyev in December 2024, the project is expected to cost between $7–10 bn.
