Uzbekistan Launches Enterprise Uzbekistan Digital Technology Hub

Uzbekistan is set to open the Enterprise Uzbekistan International Digital Technology Centre, officials announced during a presentation attended by President Shavkat Mirziyoyev.
The centre will operate under a special legal framework until 2100, offering a platform for companies to test new technologies securely, pay staff in foreign currency, apply international labour standards and manage personal data under modern rules.
Incentives for Growth and Investment
The initiative aims to create favourable conditions for startups, protect intellectual property, attract investment and expand exports. Participating companies will receive tax and customs benefits to support faster and more profitable growth.
By 2030, the centre is expected to host around 1,000 companies, generate more than 300,000 jobs and increase exports to $5 bn.
Islamic Banking Expansion
Uzbekistan is also preparing to introduce Islamic banking, using financing models such as instalment sales, profit-sharing partnerships, agency agreements, advance payments and Islamic leasing.
Income from these operations will be tax exempt, while Islamic leasing contracts will be treated similarly to financial leasing. Oversight councils will be established at the Central Bank and within participating banks to develop standards and ensure compliance.
The first Islamic banking window is planned for 2026, with two fully Islamic banks expected by 2030. Authorities estimate these measures could attract around $1 bn in investment and deposits.
