No Upfront Duties: How the Online Trade System Through Bonded Warehouses will Work

The mechanism is proposed to be launched on a pilot basis for 2026–2028

Uzbekistan plans to introduce a system in which goods will first be stored in special bonded warehouses and then sold through online platforms. Customs duties and clearance will only be applied when the product is actually sold.

The mechanism is proposed to be tested between 2026 and 2028. It was presented to Shavkat Mirziyoyev during a briefing on the development of e-commerce.

This means companies will not have to pay duties in advance or spend money on inventory, which will ease operations for manufacturers, reduce logistics costs and speed up access to foreign markets.

All warehouses and platforms will be officially registered and monitored by the Customs Committee, ensuring transparent rules.

In October last year, it was announced that Uzbekistan would develop modern warehouse infrastructure with the support of the first investment funds in Central Asia. Company IBC Global said it would launch two funds with a total value exceeding $250 mln.
