Israeli forces have gradually shifted a key ceasefire boundary in Gaza, known as the «yellow line», further west in the months since a U.S.-brokered truce, increasing the area under military control and heightening risks for civilians.

The line, established during a ceasefire agreement in October, was intended as a temporary demarcation pending further Israeli withdrawals. However, the truce has largely stalled after its initial phase, amid disagreements over the disarmament of Hamas and continued Israeli military operations.

Expanding control zone

According to analysts including Forensic Architecture, Israeli-controlled territory has expanded beyond initial expectations. By December, forces were estimated to control around 58% of Gaza, up from roughly 53% outlined in the original ceasefire framework.

In several areas, the yellow line, marked by concrete blocks, has been moved forward, sometimes overnight. Residents report waking to find themselves newly inside what is effectively a live-fire zone.

Unmarked «orange line» adds danger

Aid organisations say an additional buffer, referred to as the «orange line,» exists beyond the visible boundary. This zone, which can extend hundreds of metres, is not physically marked and shifts alongside military positions.

The United Nations reported in March that at least 10 of its facilities, including shelters for displaced civilians, had ended up within this expanded risk area after the boundary moved.

Rising civilian risk

UN data indicates that more than 700 Palestinians have been killed during the six-month ceasefire period, with at least 269 deaths occurring near the shifting line. More than 100 of those killed were children.

Residents living close to the boundary describe constant fear due to gunfire, surveillance drones and unpredictable enforcement of the zone.

Military and legal responses

The Israel Defense Forces says it is marking the line to reduce confusion and insists it does not deliberately target civilians. It maintains that troops are acting to protect themselves in a volatile operational environment.

However, UN human rights chief Volker Turk has rejected proximity to military lines as justification for civilian deaths, stating that targeting non-combatants constitutes a war crime under international law.

Growing concerns over permanence

Alongside the shifting boundary, Israeli forces have constructed berms and fortified outposts along the line, reinforcing concerns that the arrangement could become permanent.

Analysts warn that the evolving situation risks deepening humanitarian challenges in Gaza, as civilians remain trapped in an increasingly fluid and dangerous landscape.
