Trilateral agreement targets renewable power, hydrogen projects, and energy exports to Europe

Kazakhstan has officially ratified a trilateral agreement on green energy cooperation with Azerbaijan and Uzbekistan, marking a step forward in regional clean energy integration.

The law was signed by President Kassym-Jomart Tokayev and published in the national press. The agreement, originally signed in Baku in November 2024 by the leaders of the three countries, focuses on strengthening strategic cooperation in renewable energy and energy efficiency.

The deal includes joint projects in the production and trade of green hydrogen and ammonia, as well as the development of infrastructure for cross-border electricity transmission. It also aims to establish stable technical and commercial frameworks for exporting renewable energy, including potential supplies to Europe.

Particular emphasis is placed on expanding domestic energy networks and exploring connections to the planned Black Sea submarine power cable, which could enhance regional energy exports.

To oversee implementation, the countries will create a joint steering committee meeting at least twice a year, along with a working group responsible for annual cooperation plans.

The agreement also includes provisions on data confidentiality and mechanisms for resolving disputes through consultations, reflecting a long-term commitment to coordinated energy development in the region.
