HKUST and Uzbekistan’s El-Yurt Umidi Foundation Launch Education Partnership

Mr. Eric LO, Head (Global Intelligence and Strategy), Office of Institutional Data and Research at HKUST and Dr. Gulnoza ISMAILOVA, Executive Director of the El-Yurt Umidi Foundation for the Training of Prospective Personnel under the President of the Republic of Uzbekistan signed a Memorandum of Agreement, marking a milestone in strengthening HKUST’s academic collaborations and international student recruitment efforts with Uzbekistan.

The Hong Kong University of Science and Technology (HKUST) and Uzbekistan’s «El-Yurt Umidi» Foundation have signed a strategic agreement aimed at expanding educational cooperation and preparing a new generation of Uzbek specialists in technology, engineering and public administration.

Under the memorandum, high-achieving Uzbek students will receive scholarships to study at HKUST in fields including artificial intelligence, engineering, business, social sciences and interdisciplinary programs. The partnership also includes executive education and professional training programs for Uzbek civil servants and professionals.

Officials say the agreement reflects Uzbekistan’s long-term strategy to build a knowledge-based economy and invest in internationally educated talent capable of driving the country’s modernization and digital transformation.

HKUST noted that applications from Uzbekistan more than doubled for the 2026 academic intake, making the country one of the university’s fastest-growing international student markets. The university also plans to deepen cooperation with Uzbek institutions in research, innovation and technology development.

The «El-Yurt Umidi» Foundation, established in 2018 under the President of Uzbekistan, has already supported more than 1,900 Uzbek students studying abroad in G20 countries.
