Uzbekistan’s President Shavkat Mirziyoyev has proposed establishing an Asian partnership on climate resilience and a regional initiative on the responsible use of artificial intelligence (AI).

He presented the proposals on 15 October at the seventh summit of the Conference on Interaction and Confidence Building Measures in Asia (CICA), held in Baku, Azerbaijan, according to the presidential press service.

The proposed Asian Initiative on Technological Trust and Responsible Use of Artificial Intelligence would bring together experts from CICA member states to develop common recommendations and coordinate measures addressing the risks associated with AI.

«Artificial intelligence is rapidly changing our daily lives. It opens up limitless opportunities, but at the same time creates significant risks,» Mirziyoyev said.

He stressed that technological progress should benefit all countries rather than widen existing development gaps.

The president also proposed a Climate Resilience Partnership to strengthen cooperation on adapting to climate change. The initiative would focus on water-saving technologies, renewable energy and environmental monitoring.

Beyond climate and technology, Mirziyoyev called for a broader framework to strengthen trust and economic cooperation between Asian countries.

He proposed developing a concept for building a regional infrastructure of trust, outlining measures to improve transport connectivity, energy cooperation, trade, digital links and cultural exchanges.

The president argued that armed conflicts in different parts of Asia were threatening regional stability and affecting the global economy.

He urged governments to resolve disputes through diplomatic means and international law rather than allowing tensions to escalate.

CICA, established in 1992, brings together 28 member states and serves as a platform for dialogue on security, economic development and regional cooperation.

Mirziyoyev also announced Uzbekistan’s readiness to host a Human Potential Development Forum in 2027, reflecting the country’s role as coordinator of CICA’s human dimension activities.

He proposed preparing an action programme for the organisation through 2028 and supported efforts to strengthen its institutional structure.

Additionally, Mirziyoyev invited participating countries to attend the 20th summit of the Non-Aligned Movement, scheduled to take place in Tashkent in 2027, when Uzbekistan is set to assume the organisation’s chairmanship.

The Baku summit was chaired by Azerbaijani President Ilham Aliyev and attended by heads of state, government representatives and senior officials from across Asia.
